Important job opportunities for thousands of under 28s thanks to the opening of the call for participation in the universal civil service. As happens every year, in fact, the department for youth policies and the universal civil service is looking for thousands of young people ready to embrace the cause of volunteering, with contracts dedicated to young people between the ages of 18 and 28 ranging between eight and 12 months. But what is it about? We explain it to you in detail.
What is the civil service
Il civil service it is an institute born in 1972 as the right to conscientious objection to military service, an alternative to compulsory military service and then recognized in 2001 also for women. Specifically, it is a “voluntary choice to dedicate a few months of one’s life to the service of non-armed and non-violent defense of the country, to education, to peace among peoples and to the promotion of the founding values of the Italian Republic, through actions for the community and for the territory”.
Millions are Italians, and not only, who since 1972 have embarked on the path of civil service which has always represented an important opportunity for personal and professional training and growth for young people, who are an indispensable and vital resource for the cultural, social and economic progress of the country. Many young people, over the years, have in fact had the opportunity to appear in sectors of intervention that offer very important projects at an international level such as assistance, civil protection or even education and cultural promotion.
As a rule, the candidates are eligible to apply boys between 18 and 28 years which, as we will see later, must satisfy very specific requirements (here we told you about the search call for the Revenue Agency).
Civil service, the places available
With the announcement published by the department for youth policies and the universal civil service, we read, 71,550 places are made available for projects that will be implemented between the current year and 2024. Specifically, there are numerous places in different sectors such as: assistance, civil protection, environmental heritage and urban redevelopment, historical, artistic and cultural heritage, education and cultural, landscape, environmental, sport and sustainable and social tourism promotion, agriculture in mountain areas, social agriculture and biodiversity, the promotion of peace among peoples, non-violence and unarmed defense, the promotion and protection of human rights, development cooperation and the promotion of Italian culture abroad.
Looking at the numbers, i 71,550 volunteers wanted are divided into:
- 70.358 voluntary operators to be launched in 2,989 projects, relating to no. 530 universal civil service intervention programs to be implemented in Italy;
- 1.192 voluntary operators to be launched in 192 projects, relating to no. 37 universal civil service intervention programs to be implemented abroad.
The projects, lasting from eight to twelve months, could also be reserved for young people with fewer opportunities and others among those to be carried out in Italy provide for a tutoring period or a period of one to three months in one of the countries of the European Union. All, however, will require a service time equal to 25 hours per week or with an annual number of hours that varies, commensurately, between 1,145 hours for twelve-month projects and 765 hours for eight-month projects, spread over five or six days a week.
The commissioning of the voluntary operators employed in the projects must in any case take place by 21 September 2023, without prejudice to the possibility for entities to request subsequent takeovers and/or deferred activation due to initial failure to reach the minimum threshold of the number of voluntary operators, in accordance with the provisions in force.
Who can participate in the tender and the deadlines
In order to participate in the call for tenders for the 71,550 places made available by the department for youth policies and the universal civil service, as we anticipated, the fundamental requirements must be met. As stated in the announcementIn fact, the research is dedicated to young people who meet the following requirements:
- Italian citizenshipor from one of the other Member States of the European Union, or from a non-European Union country as long as the candidate is legally residing in Italy;
- having completed eighteen years of age and not having passed the twenty-eighth year of age (28 years and 364 days) on the date of submission of the application;
- have not been convictedeven if not definitive, to the penalty of imprisonment exceeding one year for an intentional crime or to a penalty, even of a lesser entity, for a crime against the person or concerning the possession, use, port, transport, importation or illicit export of weapons or explosive materials, or for crimes concerning belonging to or aiding and abetting subversive, terrorist or organized crime groups.
All young people who:
- during 2020/2021, due to the effects of risk situations related to the epidemiological emergency from Covid-19 and/or related to the security of some foreign countries of destination, have voluntarily terminated the service o because the project in which they were engaged was definitively interrupted by the institution, provided that the period of service provided did not exceed six months;
- have interrupted the Civil Service at the conclusion of a sanctioning procedure against the entity which caused the revocation of the project, or due to the closure of the project or of the place of implementation at the reasoned request of the entity, provided that, in all cases, the period of service provided has not exceeded six months;
- have interrupted the universal civil service due to exceeding the expected days of sickness, provided that the period of service provided has not exceeded six months;
- have already served in a project financed by the PON-IOG “Youth Guarantee”. The start-up of the new project is subject to having duly concluded the project financed by the PON-IOG “Garanzia Giovani”;
- have already done the Civil Service within the framework of the European experimental project International Volunteering Opportunities for All o in the context of projects for the Civilian Peace Corps;
- have already performed the “regional civil service” that is, a service established by a regional law or an autonomous province;
- during 2021 they were put into service for participation in a project financed by the PON-IOG “Youth Guarantee” and subsequently, following checks carried out by the Department, excluded due to lack of possession of the additional requirements.
In order to participate in the tender, after having taken note of the necessary requirements, it will therefore be necessary to submit an application online on the specific online application platform (DOL) with possible access via SPID or with site credentials.
Until hours 14.00 on Friday 10 February 2023 it is possible to apply for participation in one of the 3,181 projects that will be implemented between 2023 and 2024 throughout the national territory and abroad. After this deadline, the system will not allow applications to be submitted. Applications sent in different ways will not be taken into consideration.
Civil service, how much do you earn
The results, taken into consideration by the entities responsible for the chosen project, will therefore give employment opportunities to 71,550 under 28s who will be able to count on themonthly allowance of 444,30 euro for projects in Italy, I compensate that could be increased on the basis of the variation, ascertained by ISTAT, of the consumer price index for blue and white collar families. If the voluntary operator resides in a municipality other than the one in which the project is carried out, he/she has the right to reimbursement, by the Department, of the costs of only the initial journey to reach the project site. Furthermore, the period in the civil service is recognized – at the request of the operator – to the social security purposes.
For volunteer operators engaged in the implementation of projects civil service abroad and projects that provide for the additional measure of a period of 1, 2 or 3 months in one of the EU countries, a daily allowance is provided, in addition to the monthly allowance of 444.30 euros, to be paid for the period of effective service abroad, differentiated on the basis of the “Country cost” criterion in which the voluntary operators are engaged.
