We return insistently to talk about POS commissions, after the failed attempt by the government to push the obligation up to 60 euros with penalties of 30 euros plus 4% of the value of the transaction for those who do not accept the payment (For further information, see what the initial proposal of the government was in Maneuver). Now we are thinking about the hypothesis of zeroing commissions for micro-payments and about a system that allows small shopkeepers to amortize the cost of transactions for payments below 30 euros.

The table with the categories involved

It now awaits the establishment with decree of the Minister of Economy Paolo Giorgetti of a permanent table between the categories involved – ABI, banks, operators offering payment services – the term of which has been clearly indicated in the Budget Law, i.e. 60 days after entry into force of the same and that is the 1st March 2023.

A “fair” compensation and the penalty is triggered

This table will be in charge of find a “fair” solution to mitigate the impact of transaction fees on payments below 30 eurosin particular shopkeepers, professionals and craftsmen with revenues and fees not exceeding 400 thousand euros per year.

If the table is not set up by the deadline or fails to find a fair costing solution, would trigger a penalty paid by the payment service providers equal to 50% of the profits generated by the commissions collected on transactions less than 30 eurosnet of tax charges, These sums would flow into a cost-cutting fund for traders and professionals below said collection threshold.

The zeroing of commissions below a given threshold

Given that the scheme for cushioning the impact of transactions below a given threshold exists, consideration is also being given to the possibility of totally zero commissions below of a certain amount, for example 10 euroa figure that could cover, for example, a breakfast at the bar or a small purchase at a grocery store.

But the operators are already moving in this direction on their own. For example, from 2021 PaymentBancomat has canceled all commissions under 5 euros.
